The Board of Regents (BOR) recently appointed two incumbent chancellors and a former faculty regent (FR) as chancellors of UP units in Los Banos (UPLB), Manila (UPM), and Visayas (UPV).
During the BOR meeting on September 29, nine out of the eleven regents present voted for incumbent chancellors Luis Rey Velasco of UPLB, while former FR Minda Formacion of UPV won via unanimous decision.
Velasco, Arcadio, and Formacion will serve as chancellors for three years, starting next semester.
Opposition vs Velasco
While the appointment of Arcadio and Formacion gained positive response among the different sectors, opposition hounds the reappointment of Velasco, whose first term as chancellor stirred protests against his administration's policies.
Charisse Bernadine Banez, chair of the UPLB-University Student Council (USC), said the BOR disregarded the UPLB's search committee (SC) report describing Velasco as "repressive" in his policies and "uncompromising" towards the concerns of different UPLB sectors.
Erlinda Palaganas, national president of All-UP Academic Employees Union (AUPAEU), said that by reappointing Velasco, the BOR further curtailed the rights and privileges of students and other constituents of UPLB.
According to Banez, under Velasco's administration, campus repression heightened with the removal of tambayans, the lack of recognition for student organizations, and the delay in faculty promotions, UPLB-USC elections, and the appointment of the Perspective editor-in-chief.
"Our organizational processes were characterized by consultation, greater participation and optimism for the future and sought to promote solidarity within and among our constituents," Velasco said. The chancellor, however, refused to comment on the allegations.
Student agenda
Banez said that only Candida Adalla, former dean of the College of Agriculture, intended to include in her plans the UPLB students' demands to strengthen the autonomy of the student councils, publications, and organizations.
Velasco supposedly said the student agenda will only serve the interests of the UPLB-USC and not of the whole student body, said Banez.
Student Regent Shahana Abdulwahid said the Office of the Student Regent (OSR) will still set a dialogue with Velasco in the following months to reiterate the UPLB student agenda.
Student representation
Amid the student representation campaign of the OSR, Abdulwahid said only Arcadio of UPM addressed the need for a student representative in the executive committee, the policy-making body headed by the chancellor in each UP unit.
In Arcadio's vision statement, he said his governance will be "decentralized, collegial, and highly consultative." Meanwhile, Formacion in an earlier statement said she envisions the strengthening of UPV's research work and extension programs, and the promotion of the faculty, staff, and student welfare.

Pagbabawal sa ilang org, tinanggal sa UP Code
Tinanggal ng Board of Regents (BOR) and probisyon sa Revised Code of the University of the Philippines (UP Code) na nagbabawal sa mga provincial, sectional, at regional na mga organisasyon na manatili sa loob ng unibersidad.
Nauna nang ginamit ni UP Los Banos Chancellor Luis Rey Velasco ang probisyon sa UP Code upang hindi kilalanin ang religious at provincial na mga organisasyon sa UPLB.
Dagdag ni Student Regent Shahana Abdulwahid, hindi pa rin naaalis ang probisyon sa UP Code na nagbibigay ng kapangyarihan sa mga chancellor na aprubahan ang saligang batas ng mga organisasyong pagmag-aaral. Ani Abdulwahid, maaaring hindi kilalanin ng mga chancellor ang mga organisasyong kritikal sa pamunuan.
Dagdag ni Abdulwahid, nararapat na rin na tanggalin ang probisyon sa UP Code na nagtatakda ng pagkakaroon ng adviser sa mga student organization para maprotektahan ang pagiging malaya ng mga organisasyon mula sa panghihimasok ng administrasyon
Mga estudyante sa regional program, sa probinsiya magseserbisyo
Ayon kay Abdulwahid, inaprubahan ng BOR ang panukalang magbigay ng tatlong taong serbisyo sa kanilang mga probinsiya ang mga kukuha ng kursong medisina sa ilalim ng regionalization program ng College of Medicine sa UP Manila (UPM).
Sa lumang regionalization program, binibigyan lamang ng scholarship ang tiyak na bilang ng mga mag-aaral. Ipatutupad ang pagbabago sa programa sa susunod na taon.
