Konsultasyon sa pagpili ng SR, inumpisahan na

Roman: Appointee ng Malacanang, maaaring italaga

Sinimulan na ang konsultasyon hinggil sa alituntunin sa pagpili ng bagong Student Regent (SR) na nakatakdang ratipikahin ng mga estudyante ng buong UP sa pamamagitan ng isang referendum sa susunod na taon.

Ani SR Shahana Abdulwahid, na magtatapos ang termino sa Disyembre, raratipikahin ang Codified Rules for Student Regent Selection (CRSRS), ang umiiral na alituntunin sa pagpili ng SR, sa gaganapin na referendum mula Enero 19 hanggang 23. Tatalakayin ang kahalagahan ng SR at ng referendum sa buong UP hanggang sa Disyembre 10.

Dagdag ni Abdulwahid, magbibigay naman ng reaksyon ang mga lider-estudyante tungkol sa CRSRS sa deliberasyon ng lahat ng konsehong pang-estudyante sa Disyembre 12. Magkakaroon umano ng pulong sa Disyembre 19 ang General Assembly of Student Councils, organisasyon ng lahat ng konseho ng UP na tanging pumipili ng rehente.

Alinsunod sa bagong UP Charter, dapat munang ratipikahin ng mahigit sa kalahati ng may 52,000 estudyante sa UP ang CRSRS sa pamamagitan ng referendum bago humirang ng SR na magsisilbi ng isang taon sa Board of Regents (BOR), ang pinakamataas na tagagawa ng palisiya sa UP.

Saad ni Abdulwahid, muling magkakaroon ng referendum hanggang hindi pa nakalilikom ng kailangang boto para maratipika ang CRSRS. Aniya, siya pa rin ang magsisilbi hanggang wala pang naidedeklarang bagong SR.

'Malacanang appointee'

Ipinahiwatig ni UP President Emerlinda Roman na maaari umanong magtalaga ng SR ang Malacanang kung hindi magtatagumpay ang referendum. "Malacanang will not appoint, unless there is a recommendation coming from UP. We will not recommend unless the students want us to," aniya sa isang e-mail sa Collegian.

Ngunit ani Jacqueline Eroles, tagapangulo ng students' rights and welfare committee ng University Student Council-Diliman, wala mang probisyong nakatalaga sa Charter, maaaring panghimasukan ng gobyerno ang pagili ng SR. Aniya, ang mga estudyante ang nararapat na pumili ng rehente upang maipahayag sa BOR ang kanilang interes.

"As much as possible, I do not want to interfere in the selection of the Student Regent," saad ni Roman.

Ayon kay Vanessa Faye Bolibol, tagapangulo ng National Union of Students in the Philippines-National Capital Region, madaling maipatutupad ni Roman ang mga palisiya ng gobyerno at ng administrasyon ng UP kung magtatalaga ng SR ang Malacanang.

"Hindi maipapakita [ng Malacanang appointee] kung ano talaga ang hinaing ng mga estudyante at kung ano ang tunay na pagbabagong hinihingi ng ibang miyembro ng UP community," dagdag niya. Binubuo ang BOR ng apat na appointee ng Malacanang, dalawang chair ng bawat committee on education ng Kongreso, chair ng Commission on Higher Education, tig-isang rehente mula sa mga estudyante at kaguruan, dalawang UP alumni at pangulo ng unibersidad.

Sa ngayon, wala pang pagkukunan ng P200,000 pondo upang ipambayad sa mga primer na ikakalat tungkol sa CRSRS at honorarium para sa mga watcher sa gaganaping referendum. Ngunit, ani Abdulwahid, nangako si Roman sa kanilang pulong noong Nobyembre 20 na handang magbigay ang administrasyon ng pondo.

Salient provisions in the proposed selection rules:

The student regent (SR) must be freely selected among all students in the UP system through an orderly process that ensures maximum student participation.

.

An SR nominee:

-must be enrolled during nomination

-must have at least one year of residency in UP which includes leave of absence

-must be a Filipino citizen

-must have a track record showing commitment to serve the students

.

Poor academic standing must not merit disqualification of a nominee.

Any student, group or organization is allowed to nominate a student from any college in any UP unit.

.

Each university student council (USC) from different UP units will select two from the list of official nominees submitted by different college student councils. The college representatives who will attend the General Assembly of Student Councils (GASC) shall vote by raising hands or secret balloting until a shortlist of three nominees will be left.

For the final nomination, two votes are allotted for each UP unit in Baguio, Diliman, Los Banos, Manila, Visayas and Mindanao. One vote is allotted for each UP extension in Pampanga, Cebu, Tacloban and Leyte.

The three nominees shall be subjected to further deliberations, until a nominee garners two-thirds of all the representatives from all the UP units who are present. The GASC will then appoint the new SR.

The administration and other sectors of the university are prohibited from interfering with the SR selection process.
